Because until someone is 18 in the US, they are the responsibility of the parent.

The human brain, particularly the moral centers, doesn't fully develop until around age 25. So until someone is that age, they won't be able to make adult decisions specifically because they haven't yet got an adult brain. So you can't just educate and inform and expect a 15 year old to make the right choice.

I mean how many people have had sex education, learned about condoms, and still got pregnant, std, or whatever and ended up regretting it? It's because at that age you aren't an adult and most teenagers aren't disciplined like adults are. So what they do is they see they don't have a condom, or they don't want the hassle of stopping to put it on, or they don't like the feel of it so they don't use it. Even then in some religions condoms are consider immoral and an additional sin on top of the sin of having sex. Parents in those religions in which sex before marriage is a sin or condoms are a sin don't have those options.

Think of a computer. If I've got a computer with a powerful processor but a really old video card (or vice versa) I might be able to run a modern game, but it won't produce the graphics it should. Or if I had the great video card and poor processor, it might be able to look right, but the processor is so slow the game will be lagging ridiculously. It's the same way with teens. In general they just don't have the equipment or experience necessary in order to be able to make the right choices.

+1 I think some people are forgetting about how many cultures there are in how different they are. Not saying that what was done is right, but there are cultures where children get married at 13 (or younger) and have kids.

Oh god, you must be one of the people who want to prolong childhood. It is not only what you have said completely wrong, but you are showing your bias in ageism as well.

Let me start off by saying I am curious to understand the term moral centers of the brain and if it actually exists at all. Morality comes from Latin which means customs or conduct, but morality is subjectively created through our social, philosophical, religious and individual consciousness. But I do wonder where you get the age of 25, because from what you have stated, a person who is 25 has the same moral cognitive development as to another person at the same age. But to also imply that a 15 year old cannot make ANY right decisions is completely ageist of you and wrong.

Frontal lobe development is not fully complete until *approximately* age 25. The frontal lobe is where much of your critical thinking and decision making occurs.

So what? Just because a person is 25 or older doesn't mean they make a better moral choice than another. Its about "moral" decisions in which two people at different ages can come to the same choice. But since morality is developed though our social, philosophical, religious and individual consciousness well-being, you cannot suggest our psychological development alone is responsible for our moral decision capacity. If that were true, then you could always map-out to 100% consistency of an individuals behavioral patterns based on their objective psychological development. Here let me quote wikipedia:

"The executive system has been traditionally quite hard to define...that is, there is no single behavior which can in itself be tied to executive function, or indeed executive dysfunction. For example, it is quite obvious what reading-impaired patients cannot do, but it is not so obvious what exactly executive impaired patients might be incapable of."

I do agree with you on it involves the ability to recognize choices and moral decisions. How could I not? That would be absurd. But the issue is about whether or not, an individual under the age of 25 cannot make any adult choices. But just because of a individuals age, you cannot assume their moral understanding is empirically proven to be the best or worse choice. How stupid would that be, it would mean any person under the age of 25 cannot make any moral decisions or choices about themselves or others, nor matter how much more information they gather or how much learn than someone older than them.

I don't think 25 should be an arbitrary age at which we all agree that a person is capable of good, independent decision-making skills. I *do* believe that there is an age range at which most young adults will reach that functional capacity and that it is in their early 20s for *most* of them. That doesn't mean I believe the 19yr old in this case gets a free pass for lack of sufficient frontal lobe development. I believe that he would need a thorough psych eval in order to assess his reasoning and critical thinking skills. I do believe that the 11yr old is neurologically incapable (by reason of immaturity) of informed consent to a sexual relationship.
